It was not by its own volition, but due to drastic interference that the municipality\u2019s first meeting this year attracted the interest of all Yerevan residents \u2014 unheard of for Yerevan and even the provinces.<\/p>\n<p>Two members of the Yerkir Tsirani political party (later actions showed that it\u2019s important to mention they were women) with medical masks and latex gloves entered the meeting hall and poured a murky liquid from glass jars on the ground in front of mayor Taron Margaryan.<\/p>\n<p>\u201cStop them, stop them\u2026!\u201d instructed Margaryan and what followed was confusion, \u201cneutralization,\u201d and ultimately, shame.<\/p>\n<p>Since numerous journalists were present, all the news outlets video-recorded and broadcasted the incident, the jostling, the two women\u2019s direct action, and the violence against them.<\/p>\n<p>And it became clear that the meeting was no longer seated; standing up and wanting to maintain their own (as well as the state\u2019s) peace, a group of senior council members in suits and their bodyguards (also in suits) forced out senior council member Marina Khachatryan, hitting, pushing, slapping, and pulling her from her hair.<\/p>\n<p>One got the impression that meeting participants had become so scared of the dark-colored fluid, that they were ready to annihilate their colleague.<\/p>\n<p>The contents of the jars initially were unknown.<\/p>\n<p>\u201cYerkir Tsirani\u2019s council member had brought <em>kislota<\/em> [acid] as a gift to the mayor,\u201d declared 1in.am.<\/p>\n<p dir=\"ltr\"><img decoding=\"async\" alt=\"\" src=\"https:\/\/farm5.staticflickr.com\/4744\/26370309808_2079aa1532_z.jpg\" style=\"width:100%\" \/><\/p>\n<p>The word <em>kislota<\/em> caused terror; it was simply unknown specifically what type of acid was being referred to. If sulfuric acid, then of course, it turns out that Marina Khachatryan had planned a terrorist act.<\/p>\n<p>If she had decided to burn and irreversibly damage the faces of those present, then of course, it was necessary to hit her, push her, and remove her by pulling her hair (even more \u2014 you could, for instance, stab her).<\/p>\n<p>Then news circulated that the jars contained <a href=\"https:\/\/yelaket.am\/?p=33102&amp;l=am\">sludge<\/a>. And even later still, video footage helped us understand that Khachatryan is saying that in the jar is water from the sewer of Nubarashen Penitentiary, the smell of which has spread to Nubarashen, since the water supply system there doesn\u2019t function normally.<\/p>\n<p>The media sector (also the Republican Party of Armenia [HHK], to whom the mayor\u2019s seat belongs) for a long time was unable to decide how to qualify what happened. Ultimately, it seems they settled on the word \u201cbrawl,\u201d which assumes the equal participation and share of guilt from both sides.<\/p>\n<p>\u201cDuring the Yerevan City Council meeting today, a brawl took place between members of Yerkir Tsirani and Republican [Party of Armenia] factions,\u201d reported RFE\/RL\u2019s Armenian service (<a href=\"https:\/\/www.azatutyun.am\/a\/29036756.html\">Azatutyun<\/a>).<\/p>\n<p>\u201cBrawl during Yerevan City Council meeting\u201d was the headline <a href=\"http:\/\/www.tert.am\/am\/news\/2018\/02\/13\/Agenda\/2612893\">Tert.am<\/a> <a href=\"http:\/\/www.tert.am\/am\/news\/2018\/02\/13\/yerevan\/2613061\">published<\/a>. \u201cBrawl at Yerevan City Council meeting,\u201d wrote <a href=\"http:\/\/www.aravot.am\/2018\/02\/13\/936821\/\">Aravot.am<\/a>. \u201cBrawl in Yerevan City Council meeting: HHK council member hit women,\u201d commented <a href=\"http:\/\/armtimes.com\/hy\/article\/131186\">ArmTimes.com<\/a> on the topic of the day.<\/p>\n<p>\u201cYerkir Tsirani brought sewage water to Taron Margaryan,\u201d wrote <a href=\"https:\/\/hetq.am\/arm\/news\/85723\/erkir-tsiranin-koyuxu-jur-er-berel-taron-margaryanin.html\">Hetq<\/a>. \u201cAt City Hall, HHK members slap, pull hair, and hit Yerkir Tsirani\u2019s women,\u201d wrote <a href=\"http:\/\/www.armtimes.com\/hy\/video\/3404\"><em>Haykakan Zhamanak<\/em><\/a>.<\/p>\n<p>The sewage water\u2019s contact with the neat and tidy hall and that during a meeting that from Soviet times implies unconditional seriousness was one of those acts that can be considered political protest action, if the public takes ownership of this act.<\/p>\n<p>This act seemingly interests as yet only the media sector. Especially since <a href=\"https:\/\/www.azatutyun.am\/a\/29036756.html\">journalists were also subjected to violence<\/a>, and the municipality\u2019s public relations officers and the mayor\u2019s assistants also obstructed journalists\u2019 work.<\/p>\n<blockquote>\n<p>Action and Reaction<\/p>\n<\/blockquote>\n<p>In history, there are many examples of how art serves the state (the best example of this is Yerevan City Council\u2019s artist members), but few are those examples when the state serves artists.<\/p>\n<p>Yerkir Tsirani\u2019s direct action, of course, was not planned as a work of political art, but it became a demonstration of political \u201cactionism,\u201d the meaning of which was not at all the sprinkling of a liquid of suspicious origin and odor, but the reaction to it.<\/p>\n<p>Yerkir Tsirani members Marina Khachatryan and Sona Aghekyan, who experienced blows to their bodies, in the silent and taken-aback presence of several dozen \u201cpeople in charge,\u201d of course were expecting a reaction.<\/p>\n<p>But what\u2019s important is that the reaction was unexpected for those who themselves reacted (the hitters, pushers, and again hitters). They were hitting, pushing, and again hitting, in front of the cameras, unwittingly becoming media figures.<\/p>\n<p>And when the meeting resumed, deputy mayor Kamo Areyan <a href=\"http:\/\/armlur.am\/778412\/\">made such remarks and drew such a conclusion<\/a> that at once completed this \u201cliquid action\u201d that had a female face and a male counterattack.<\/p>\n<p>\u201cHonorable mayor, my deep respects for your balanced attitude and balanced, cool, and sober measures becoming of a politician,\u201d he began.<\/p>\n<p>And then he asked, who will answer for this unpredictable behavior and breach of order, since it must \u201cbe guaranteed that the meeting will go on in a safe and calm environment.\u201d<\/p>\n<p>\u201cCalm\u201d is a key word, which was explained as follows: \u201cSo that people will be able to carry out their work creatively and in an orderly fashion\u2026 For an arbitrary person leaving their house to not come to this building with arbitrary materials and tools.\u201d<\/p>\n<p>There are many meanings between \u201carbitrary\u201d and \u201ccalm\u201d that can be interpreted creatively. For example, like <a href=\"https:\/\/www.facebook.com\/armcomedy\/videos\/10157304241649569\/\">ArmComedy<\/a>.<\/p>\n<p>\u201cWe\u2019re obliged to uphold the council member\u2019s high calling, to not concede positions of responsibility\u2026 And to not yield anyone\u2019s responsibilities and to no one. What was done was an irresponsible act that exceeded the last degree of cynicism. That arbitrary material appearing in those containers was unpredictable.\u201d These words of the deputy mayor\u2019s are very easily deconstructed and reconstructed as text commenting on the actions of the hitters, pushers, and again hitters.<\/p>\n<p>The media sector has much to do to \u201ccreatively\u201d maintain its \u201chigh calling\u201d and \u201cto not yield its responsibilities.\u201d<\/p>\n<p>Especially since the leader of Yerkir Tsirani, the organizer of this direct action, offers the same textual and semantic level as target of the action city hall: she says that <a href=\"https:\/\/www.azatutyun.am\/a\/29037983.html\">everyone must be \u201cpoisoned.\u201d<\/a><\/p>\n<p class=\"rteright\"><strong>Nune Hakhverdyan<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On February 13, Yerevan City Hall became a newsmaker.
