



{"id":8795,"date":"2017-10-28T01:16:25","date_gmt":"2017-10-28T01:16:25","guid":{"rendered":"https:\/\/media.am\/one-indicator-two-prime-ministers-three-different-numbers\/"},"modified":"2017-10-28T01:16:25","modified_gmt":"2017-10-28T01:16:25","slug":"one-indicator-two-prime-ministers-three-different-numbers","status":"publish","type":"post","link":"https:\/\/media.am\/en\/verified\/2017\/10\/28\/8795\/","title":{"rendered":"One Indicator, Two Prime Ministers, Three Different Numbers"},"content":{"rendered":"<p>At a joint press conference on October 24, Russia\u2019s and Armenia\u2019s prime ministers <a href=\"https:\/\/www.panorama.am\/am\/news\/2017\/10\/24\/%D5%84%D5%A5%D5%A4%D5%BE%D5%A5%D5%A4%D6%87-%D4%BF%D5%A1%D6%80%D5%A1%D5%BA%D5%A5%D5%BF%D5%B5%D5%A1%D5%B6\/1855045\">gave different statistics<\/a> on the two countries\u2019 trade turnover.<\/p>\n<p>According to Armenian Prime Minister Karen Karapetyan, trade between the two countries in the first eight months of 2017 increased by 23.5%. According to Russian Prime Minister Dmitry Medvedev, that figure is 30%.<\/p>\n<p>Let\u2019s try to figure out the truth, relying on official data.<\/p>\n<blockquote>\n<p><strong>Armenian National Statistical Service data<\/strong><\/p>\n<\/blockquote>\n<p><a href=\"http:\/\/www.armstat.am\/file\/article\/sv_08_17a_411.pdf\">According to Armenia\u2019s National Statistical Service (NSS)<\/a>, trade between Armenia and Russia between January and August 2017 comprised US$991.7 million, of which US$310 million was the export of goods from Armenia to Russia and US$681.7 million, the import.<\/p>\n<p>The comparison between 2016 and 2017 figures, based on the NSS data, is shown in Figure 1.<\/p>\n<p><img decoding=\"async\" alt=\"Figure 1: Armenia\u2019s foreign trade turnover by components with EAEU countries (in US million dollars)\" src=\"https:\/\/farm5.staticflickr.com\/4483\/37255414914_278a222af8.jpg \" style=\"width:100%\" \/><\/p>\n<p>To get a more complete picture, Figure 2 provides a break down of the components of the data.<\/p>\n<p><img decoding=\"async\" alt=\"Figure 2: Armenia\u2019s foreign trade turnover by components (in US million dollars)\" src=\"https:\/\/farm5.staticflickr.com\/4470\/37934266952_afec6590e0.jpg\" style=\"width:100%\" \/><\/p>\n<p>And so, Armenia\u2019s statistics confirm Karapetyan\u2019s figure, Armenia-Russia trade between January and August 2017 increased by 23.5%, in which export increased by 36.6% and import by 18.3%.<\/p>\n<p>Now let\u2019s go to Russia and study its statistical data.<\/p>\n<blockquote>\n<p><strong>Federal State Statistics Service of Russia<\/strong><\/p>\n<\/blockquote>\n<p>According to Russia\u2019s Federal State Statistics Service (FSSS), between January and August 2017, Russia\u2019s trade turnover was US$365.2 billion, of which <a href=\"http:\/\/www.gks.ru\/bgd\/free\/b04_03\/IssWWW.exe\/Stg\/d03\/214.htm\">US$973 million was with Armenia,<\/a> an increase of 28.4% compared to the same period in 2016 (in 2016, this figure was US$758 million).<\/p>\n<p>Recall that for January\u2013August 2017, Armenia\u2019s NSS data for trade with Russia was US$991.7 million. Russia\u2019s FSSS data for this indicator was US$973 million.<\/p>\n<p>The difference is about US$19 million (or 2%).<\/p>\n<p>Interestingly, the data for the corresponding period in 2016 also varies; in particular, according to Russia\u2019s data, trade with Armenia comprised US$758 million, while, according to Armenia\u2019s NSS, this figure was US$803.2 million.<\/p>\n<p>The difference is about US$45 million (or more than 5%).<\/p>\n<p>As we can see, Armenia\u2019s statistics always presents trade with Russia in bigger numbers than Russia does.<\/p>\n<p>Understandably, Armenia plays a minor role in Russia\u2019s export, while from the perspective of our economic and statistical picture, Russia\u2019s role is incomparably greater.<\/p>\n<p>For example, a several-million-dollar increase in export with Russia can substantially change the real picture of Armenia\u2019s economy; meanwhile, such an \u201cexercise\u201d by and large will have a slight impact on Russia\u2019s economy.<\/p>\n<p>It\u2019s easy to notice that such differences in percentage, 2% in 2017 and 5% in 2016, prove that they are not the result of methodological differences.<\/p>\n<p>Clearly, even Russia\u2019s official statistics don\u2019t confirm Medvedev\u2019s claim of a 30% increase; meanwhile, Karapetyan\u2019s numbers are seen in the NSS data. But as we see, a statistical problem exists.<\/p>\n<p>It was interesting to examine also the Eurasian Economic Union (EAEU) economic committee\u2019s data on Armenia-Russia trade; even more so that the two entities present the data with EAEU classifications.<\/p>\n<blockquote>\n<p><strong>EAEU statistical data analysis<\/strong><\/p>\n<\/blockquote>\n<p><a href=\"http:\/\/www.eurasiancommission.org\/ru\/act\/integr_i_makroec\/dep_stat\/tradestat\/analytics\/Documents\/2017\/Analytics_I_201708.pdf\">According to statistical data published on October 25, 2017,<\/a> on the EAEU economic committee\u2019s official website, between January and August 2017 trade between EAEU countries comprised US$34.2 billion \u2014&nbsp;<a href=\"http:\/\/www.eurasiancommission.org\/ru\/act\/integr_i_makroec\/dep_stat\/tradestat\/analytics\/Documents\/2016\/Analytics_I_201608.pdf\">an increase of 27.5%<\/a> from the same period in 2016.<\/p>\n<p>In Figure 3, we tried to study Armenia\u2019s trade within the scope of the EAEU.<\/p>\n<p><img decoding=\"async\" alt=\"Figure 3: Export from Armenia to EAEU, January\u2013August 2016 and 2017\" src=\"https:\/\/farm5.staticflickr.com\/4472\/37934266872_7543642f30.jpg\" style=\"width:100%\" \/><\/p>\n<p>As we see, according to EAEU data, export from Armenia to Russia <a href=\"http:\/\/www.eurasiancommission.org\/ru\/act\/integr_i_makroec\/dep_stat\/tradestat\/analytics\/Documents\/2017\/Analytics_I_201708.pdf\">rose by 36.6%<\/a> compared to the previous year. It\u2019s noteworthy that also in this regard Armenia\u2019s NSS data corresponds to the EAEU data.<\/p>\n<p>We present the other component of trade \u2014 import (Figure 4).<\/p>\n<p><img decoding=\"async\" alt=\"Figure 4: Import from EAEU countries to Armenia, January\u2013August 2016 and 2017\" src=\"https:\/\/farm5.staticflickr.com\/4480\/37934266832_2f9e8c85d9.jpg \" style=\"width:100%\" \/><\/p>\n<p>As we can see, the import data differs from the NSS data by 1% (according to the NSS, the January\u2013August 2017 import comprised US$681.7 million).<\/p>\n<p>For the period in question, according to the EAEU data (Figures 3 and 4), Armenia\u2019s trade with Russia in January\u2013August 2017 was US$983.8 million ($673.8 million + $310 million), while for the same period in 2016, it was US$729 million ($505.5 million + $223.4 million).<\/p>\n<p>That is to say, according to the EAEU data, Armenia\u2019s trade turnover with Russia grew by 35%.<\/p>\n<p>To summarize, despite the deviations, Karapetyan\u2019s data seem closer to the reality since, for example, the NSS export figure corresponds to the EAEU number, and the difference in import figures is not significant.<\/p>\n<p>Taking into account that the measuring unit was the US dollar, the data was formed from the same sources and classified on the same basis.<\/p>\n<p>And it\u2019s incomprehensible how the three entities\u2019 (Armenia\u2019s NSS, Russia\u2019s FSSS, and the EAEU) figures so substantially varied from one other on the same indicator.<\/p>\n<p>Such differences deepen doubts about the reliability of statistical data.<\/p>\n<blockquote>\n<p><strong>For journalists<\/strong><\/p>\n<\/blockquote>\n<p>Writing this article, I used the following official sources:<\/p>\n<ol>\n<li><a href=\"http:\/\/www.armstat.am\/am\/?nid=82&amp;id=1961\">NSS data<\/a>, pp. 78\u201380.<\/li>\n<li><a href=\"http:\/\/www.gks.ru\/bgd\/free\/b04_03\/IssWWW.exe\/Stg\/d03\/214.htm\">Information posted on the official website<\/a> served as grounds for the Russian data.<\/li>\n<li><a href=\"http:\/\/www.eurasiancommission.org\/ru\/act\/integr_i_makroec\/dep_stat\/tradestat\/Pages\/default.aspx\">EAEU data<\/a>; in particular, the data presented in the analytical reports published on October 25, 2016 and 2017.<\/li>\n<\/ol>\n<p class=\"rteright\"><strong>Artak Manukyan<br \/>\nEconomist<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>At a joint press conference on October 24, Russia\u2019s and Armenia\u2019s prime ministers gave different statistics on the two countries\u2019 trade turnover.
