{"id":7693,"date":"2017-03-02T03:25:42","date_gmt":"2017-03-02T03:25:42","guid":{"rendered":"https:\/\/media.am\/nctr-ready-to-assess-impartiality-in-election-coverage\/"},"modified":"2017-03-02T03:25:42","modified_gmt":"2017-03-02T03:25:42","slug":"nctr-ready-to-assess-impartiality-in-election-coverage","status":"publish","type":"post","link":"https:\/\/media.am\/en\/newsroom\/2017\/03\/02\/7693\/","title":{"rendered":"NCTR Ready to Assess Impartiality in Election Coverage"},"content":{"rendered":"<p dir=\"ltr\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:arial; font-size:11pt\">Armenia\u2019s National Television and Radio Commission (NCTR) during the campaign period of the upcoming parliamentary elections will monitor not only the balanced distribution of airwaves, but also how TV and radio stations are covering the election campaign.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:arial; font-size:11pt\">The Law on Television and Radio Broadcasting prescribes a fine of a thousand times the minimum salary if TV and radio companies discriminate against candidates, parties participating in the election, or election blocs, and if they do not ensure information about their election campaign event is impartial and free of judgment in their TV and radio news programs.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:arial; font-size:11pt\">The NCTR will monitor adherence to the legal requirement of impartiality. Note, as well, that the law applies to both broadcast and cable TV companies.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:arial; font-size:11pt\">Central Electoral Commission Chair Tigran Mukuchyan, commenting on the law, said that TV companies should pay attention to \u201cimpartial, non-discriminatory coverage, as well as on ensuring tone and neutrality.\u201d<\/span><\/p>\n<p dir=\"ltr\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:arial; font-size:11pt\">NCTR Chair Gagik Buniatyan says they have experts who can assess, for instance, the tone of election campaign coverage.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:arial; font-size:11pt\">\u201cThe important principle is ensuring equal conditions between election campaign participants,\u201d says Mukuchyan.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:arial; font-size:11pt\">At the same time, Mukuchyan notes, if the party or the election bloc doesn\u2019t cooperate with media outlets, for instance, doesn\u2019t inform them of campaign events and meetings, then we can\u2019t talk of violating equal conditions.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:arial; font-size:11pt\">The NCTR using a certain methodology will be monitoring the airwaves during the election campaign, relying on<\/span><\/p>\n<ul dir=\"ltr\">\n<li><span style=\"background-color:transparent; font-size:11pt\">the results of direct observation of TV and radio programs and their recordings<\/span><\/li>\n<li><span style=\"background-color:transparent; font-size:11pt\">registries and information received from the companies<\/span><\/li>\n<li><span style=\"background-color:transparent; font-size:11pt\">information provided to the Commission by the parties, election blocs, and\/or their representatives participating in the elections<\/span><\/li>\n<li><span style=\"background-color:transparent; font-size:11pt\">media reports on companies violating the Electoral Code of the Republic of Armenia<\/span><\/li>\n<li><span style=\"background-color:transparent; font-size:11pt\"><span style=\"background-color:transparent; font-size:11pt\">the study of information published or provided to the Commission by state agencies, NGOs, and international organizations<\/span><\/span><\/li>\n<\/ul>\n<p dir=\"ltr\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:arial; font-size:11pt\">Currently, 28 TV companies and 8 radio stations are ready to provide <a href=\"\/en\/elections-2017-political-ads-prices\">paid airtime<\/a> during the election campaign to parties and election blocs.<\/span><\/p>\n<p dir=\"ltr\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:arial; font-size:11pt\">One of the changes connected to broadcasting refers to the start of the airtime of political ads on public TV and radio.
