{"id":6026,"date":"2016-03-02T20:41:55","date_gmt":"2016-03-02T20:41:55","guid":{"rendered":"https:\/\/media.am\/criminal-charges-for-violently-obstructing-journalists-camera-operators-work\/"},"modified":"2016-03-02T20:41:55","modified_gmt":"2016-03-02T20:41:55","slug":"criminal-charges-for-violently-obstructing-journalists-camera-operators-work","status":"publish","type":"post","link":"https:\/\/media.am\/en\/newsroom\/2016\/03\/02\/6026\/","title":{"rendered":"Criminal Charges for Violently Obstructing Journalist\u2019s, Camera Operator\u2019s Work"},"content":{"rendered":"<p>A preliminary investigation has found that on the day of the referendum on constitutional changes, Sirush Hovhannisyan violently obstructed RFE\/RL\u2019s Armenian service (Azatutyun) journalist Anush Mkrtchyan and the same media outlet\u2019s camera operator Garik Azibekyan from <a href=\"https:\/\/www.youtube.com\/watch?v=1KYsinTQGoo\">carrying out their authorities<\/a>.<\/p>\n<p>Hovhannisyan has been charged under RA Criminal Code Article 149 Section 2 Paragraph 3: Violently hindering the implementation of the authority of a person participating in elections. The offense is punishable with 2\u20133 years of imprisonment.<\/p>\n<p>Armenia\u2019s Special Investigation Service has completed its preliminary investigation. The case with the indictment has been handed over to the relevant prosecutor, for attestation and to send to the court.<\/p>\n<p>The Special Investigation Service <a href=\"http:\/\/www.ccc.am\/hy\/1428493746\/3\/5137\">media statement<\/a> [AM] relays the investigation body\u2019s specified information, that at around 2 pm on Dec. 6, 2015, Hovhannisyan stepped out of the \u201cYes\u201d campaign office on 56 Komitas Ave. in Yerevan and approaching Mkrtchyan and Azibekyan who were covering the referendum in the area, demanded they stop filming and leave the campaign grounds.<\/p>\n<p>They continued their work, but Hovhannisyan, with the intention of &nbsp;obstructing their authorities, pushed the journalist, tugged at her clothes, spit on her, and inflicted other insults to her and the camera operator.<\/p>\n<p>The day after the referendum, 10 media organizations operating in Armenia issued a statement on <a href=\"http:\/\/www.media.am\/en\/Journalists-work-hindered-during-the-referendum\">violence against journalists<\/a>.<\/p>\n<p>The <a href=\"http:\/\/ypc.am\/expertise\/statements-of-yerevan-press-club-and-partner-organizations\/december-7-2015\/\">statement<\/a> read, in part: \u201c[O]n December 6, violence was exerted on two media representatives (Rafael Afrikian, iLur.am, and Eduard Avetisian, <em>Asparez<\/em> daily). Another 13 faced various types of obstruction of their professional activities. The most repellent of these cases was the behavior of a woman that came out from the \u2018Yes\u2019 campaign headquarters, located on 56 Komitas avenue, Yerevan.
