Before Hajiyev, Azerbaijani Deputy Prime Minister Shahin Mustafayev visited our country on April 23.<\/p>\n<p>The general public was not informed in advance about the visits of either Mustafayev or Hajiyev. We learned about the Deputy Prime Minister&#8217;s arrival from Azerbaijani media reports after his plane had already landed at Zvartnots Airport. Additionally, news of Hajiyev&#8217;s arrival was quickly shared, accompanied by photos and videos of his meeting with Armen Grigoryan, the Secretary of the National Security Council of the Republic of Armenia.<\/p>\n<p>In the case of a high-ranking official from another country, it is officially announced whether the visit is official\/state\/working\/private. In the case of visits from Azerbaijan, however, these categories, as accepted in diplomatic language, are not applicable for the simple reason that there are no diplomatic relations.<\/p>\n<p>According to official sources, Armen Grigoryan and Hikmet Hajiyev met in Dilijan. Before this meeting, they had several encounters at international forums in Brussels, Washington, and Doha. In Doha, they had a joint <a href=\"https:\/\/www.euronews.com\/2025\/12\/10\/armenia-azerbaijan-peace-representatives-detail-peace-plan-and-new-us-backed-corridor\">interview<\/a> with Euronews at the end of last year.<\/p>\n<p>Grigoryan and Hajiyev also had meetings in the framework of the Armenian-Azerbaijani &#8220;Bridge of Peace&#8221; initiative. Grigoryan met with <a href=\"https:\/\/www.azatutyun.am\/a\/33678342.html\">Azerbaijani delegates<\/a> who visited Armenia in <a href=\"https:\/\/news.am\/hy\/news\/911159\">October 2025<\/a> and February 2026. Meanwhile, Hajiyev met with <a href=\"https:\/\/www.1lurer.am\/hy\/2026\/04\/11\/1\/1494413\">Armenian delegates<\/a> who travelled to Azerbaijan in <a href=\"https:\/\/factor.am\/956015.html\">November 2025<\/a> and April 2026.<\/p>\n<p>The assistant to the President of Azerbaijan arrived in Armenia exactly one week after the June 7 elections. This timing was no coincidence, as opposition media outlets and politicians began interpreting the Grigoryan-Hajiyev meeting in light of potential post-election developments.<\/p>\n<p>The formulations aired on Channel 5 resemble conspiracies that have yet to be unveiled. For instance, Gegham Manukyan, a deputy from the Armenia faction, suggests that the timing of Hajiyev&#8217;s arrival in Armenia was not a coincidence. He notes that Hajiyev arrived on the same day the second president of the Republic of Armenia, Robert Kocharyan, was banned from leaving the country. The <a href=\"https:\/\/www.youtube.com\/watch?v=EfvSy6wY23A\">interview<\/a> is titled just like that: &#8220;On the Day Hajiyev Arrived in Armenia, Robert Kocharyan Was Banned from Leaving the Republic of Armenia.&#8221;<\/p>\n<p>Regarding Pashinyan&#8217;s willingness to visit Baku and the topics of discussion, Gegham Manukyan stated that they would focus on actions against the opposition. Manukyan also suggested that the choice of Dilijan as the meeting location was not accidental. He explained that Ruben Vardanyan, who is currently imprisoned in Baku, has contributed significantly to the region.<\/p>\n<p>While watching footage of Hajiyev and Grigoryan in Dilijan, Avetik Kerobyan, the former chairman of the Military-Industrial Committee, recalled Ruben Vardanyan. In an <a href=\"https:\/\/www.youtube.com\/watch?v=nM1e2NZwZHM\">interview<\/a> with 168.am, he referred to the incident as &#8220;a high-level mockery of our faces.&#8221; He noted that Hajiyev moved through Dilijan as if he owned the place, with no restrictions on where he could go.<\/p>\n<p>On Channel 5, ANC member Levon Zurabyan stated that &#8220;<a href=\"https:\/\/www.youtube.com\/watch?v=vKM2wMWMAas&amp;t=748s\">Hajiyev would not come to Armenia t<\/a>o meet &#8216;some&#8217; Armen Grigoryan; he met with Nikol Pashinyan in Dilijan.&#8221; He mentioned that on the same day, Pashinyan allegedly broadcast a bicycle from Ijevan. According to Zurabyan, Hajiyev is a significant figure, and the &#8220;trip process&#8221; began after the Prime Minister of Israel hosted him. &#8220;It&#8217;s a sad picture; after the elections, he came to Armenia with certain instructions,&#8221; concluded Zurabyan.<\/p>\n<p>The Public TV News reported on Hajiyev&#8217;s visit with an official statement <a href=\"https:\/\/www.1tv.am\/hy\/video\/%D4%BF%D5%AB%D6%80%D5%A1%D5%AF%D5%B6%D6%85%D6%80%D5%B5%D5%A1-%D5%AC%D5%B8%D6%82%D6%80%D5%A5%D6%80\/242752\">titled<\/a> &#8220;Peace Agenda Related Matters Were Discussed.&#8221;<\/p>\n<p><span data-contrast=\"auto\">\u0589Channel 5&#8217;s program &#8220;Haylur&#8221; suggests that it is not a coincidence that after the meeting between Hajiyev and Grigoryan, Aliyev once again mentioned the &#8220;Zangezur Corridor.&#8221; The <a href=\"https:\/\/www.youtube.com\/watch?v=z242h5fL8Ug\">segment titled<\/a> &#8220;Baku&#8217;s Congratulations&#8221; highlights that following Hajiyev&#8217;s visit to Dilijan, Aliyev reiterated his remarks about the &#8220;Zangezur Corridor.&#8221; In this video, the analyst points out that Hajiyev, who is part of Aliyev&#8217;s inner circle, frequently speaks about the return of 300,000 Azerbaijanis to &#8220;Western Azerbaijan.&#8221;<\/span><\/p>\n<p><span data-contrast=\"auto\">The specific matters on the agenda that Hikmet Hajiyev brought from Azerbaijan to Armenia remain unclear, as do the notes he took upon leaving. Outside official discussions, terms such as &#8220;instructions,&#8221; &#8220;Constitution,&#8221; &#8220;corridor,&#8221; and &#8220;Western Azerbaijan&#8221; are circulating in relation to this agenda.
