On January 14, the special envoys of the two countries, Ruben Rubinyan and Serdar K\u0131l\u0131\u00e7, <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/31654274.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">met<\/span><\/a><span data-contrast=\"auto\"> in Moscow, after which direct air communication between the two countries was restored. The parties announced that the final goal of the negotiations is the full settlement of relations between Armenia and Turkey. The launched negotiation process <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/31938437.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">was called<\/span><\/a><span data-contrast=\"auto\"> a step forward by political scientists. The Armenian community of Turkey also <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/31665299.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">had<\/span><\/a><span data-contrast=\"auto\"> great expectations from the negotiations. Volkan Vural, the Turkish ambassador in Moscow, even <\/span><a href=\"https:\/\/www.esiweb.org\/pdf\/esi_picture_story_-_turkish_armenian_relations_am_-_august_2009.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">said<\/span><\/a><span data-contrast=\"auto\"> that Turkey is going to open a consulate in Yerevan.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:0,&quot;335551620&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">On June 2, 1992, in an interview given to the Turkish &#8220;Cumhuriyet&#8221; newspaper, RA President Levon Ter-Petrosyan stated that he <\/span><a href=\"https:\/\/www.esiweb.org\/pdf\/esi_picture_story_-_turkish_armenian_relations_am_-_august_2009.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">wants<\/span><\/a><span data-contrast=\"auto\"> to see Turkey as a friendly and partner state. &#8220;After all, we are neighbors, and our cooperation will be effective for both our countries from an economic and political point of view.&#8221;<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:0,&quot;335551620&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">On June 14, 1992, a meeting between Ter-Petrosyan and Turkish Prime Minister Suleyman Demirel <\/span><a href=\"https:\/\/www.aniarc.am\/2020\/10\/30\/demirel-and-armenia-1992-1993-book\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">took place<\/span><\/a><span data-contrast=\"auto\"> in Rio de Janeiro, within the framework of the environmental conference. About 2 weeks later, they <\/span><a href=\"https:\/\/fip.am\/16093\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">met<\/span><\/a><span data-contrast=\"auto\"> again in Istanbul at the signing of the final declaration of the Black Sea Economic Cooperation Organization. On August 23 of the same year, the high-ranking Turkish delegation arrived in Yerevan, and high-level meetings were held with Armenian leaders. On October 7, State Minister Gagik Shahbazyan went to Ankara to discuss the ways to deliver grain from Turkey to Armenia, a few days later an agreement was signed in Ankara between the ministries of food of Armenia and trade of Turkey.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:0,&quot;335551620&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In April 1993, in Ankara, Ter-Petrosyan and his advisor Zhirayr Liparityan <\/span><a href=\"http:\/\/www.aniarc.am\/2020\/12\/21\/levon-ozal-1993-april-tatul-book-chapter\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">participated in<\/span><\/a><span data-contrast=\"auto\"> the funeral of Turkish President Turgut \u00d6zal. During that visit, Prime Minister Demirel received the Armenian delegation.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:0,&quot;335551620&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In October 1995, President Levon Ter-Petrosyan <\/span><a href=\"https:\/\/www.aniarc.am\/2020\/02\/03\/oskanian-demirel-levon-ter-petrosyan-robert-kocharyan\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">met<\/span><\/a><span data-contrast=\"auto\"> with Suleyman Demirel, who became the President of Turkey, during the jubilee gathering dedicated to the 50th anniversary of the United Nations. After the terrorist attack on October 27, 1999, the delegation headed by the Turkish Minister of State Mehmet Ali \u0130rtem\u00e7elik arrived in Armenia and participated in the funeral ceremony of the figures who were shot in the parliament. A month later, Robert Kocharyan <\/span><a href=\"https:\/\/www.esiweb.org\/pdf\/esi_picture_story_-_turkish_armenian_relations_am_-_august_2009.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">left for<\/span><\/a><span data-contrast=\"auto\"> Istanbul to participate in the summit of the Black Sea Economic Cooperation Organization and met with Turkish President Demirel. In 2005, Turkish Prime Minister Recep Tayyip Erdo\u011fan sent a letter to Kocharyan, proposing to create a commission of historians to &#8220;study the events of 1915.&#8221; Kocharyan&#8217;s reply letter <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/24306989.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">was published<\/span><\/a><span data-contrast=\"auto\"> years later on Wikileaks. In 2013, Abdullah G\u00fcl congratulated him on his re-election. Serzh Sargsyan, in turn, sent a congratulatory <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/25151292.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">message<\/span><\/a><span data-contrast=\"auto\"> to the President of Turkey, Abdullah G\u00fcl, on the occasion of Republic Day, the national holiday of Turkey.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:0,&quot;335551620&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">On April 21, 2008, Turkish Foreign Minister Ali Babacan <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/1594600.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">informed<\/span><\/a><span data-contrast=\"auto\"> the Armenian side in an official letter that Turkey wants to regulate Armenian-Turkish relations. On April 27, the Prime Ministers of Armenia and Turkey exchanged letters. Back then, Prime Minister Erdo\u011fan expressed hope that Armenian-Turkish relations would &#8220;enter a new phase&#8221; after Serzh Sargsyan was elected to the presidency.
