This statement made us remember the press conference of the former head of the General Staff Movses Hakobyan, who a few months ago claimed that Armenia had bought the fighters in vain, as their missiles were banned from being exported to Russia.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Media.am found out that there is contradictory or inaccurate information in the words of Pashinyan and Hakobyan.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400\">Armenian Su-30SMs used unguided missiles<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400\">During his speech in the Ohanavan community on March 20, Prime Minister Nikol Pashinyan <\/span><a href=\"https:\/\/www.facebook.com\/nikol.pashinyan\/videos\/3857383277660580\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">stated<\/span><\/a><span style=\"font-weight: 400\"> that Armenia had not managed to acquire missiles for Su-30SM fighters (in the video from 19:30)\u2024 &#8220;Yes, we acquired the plane, the plane arrived in May, and yes, we did not manage to get the missiles before the war. Why didn&#8217;t you buy the planes so that we could have delivered the missiles as well?\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Several media outlets <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/31163588.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">noted<\/span><\/a><span style=\"font-weight: 400\"> that Pashinyan&#8217;s words contradicted his previous statement.<\/span><\/p>\n<p><span style=\"font-weight: 400\">2020 On July 3, Pashinyan <\/span><a href=\"https:\/\/fb.watch\/4ooTt-Tid_\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">wrote<\/span><\/a><span style=\"font-weight: 400\"> on his Facebook page, &#8220;Our Su-30SMs carried out the first training flights with a &#8216;combat wound&#8217; yesterday, testing air-to-ground missiles for &#8216;attack operation.'&#8221; The video published by Pashinyan really shows the missiles attached to the Su-30SM.<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-26860 size-full\" src=\"http:\/\/media.am\/wp-content\/uploads\/2021\/03\/rockets-su.jpg\" alt=\"\" width=\"927\" height=\"381\" srcset=\"https:\/\/media.am\/wp-content\/uploads\/2021\/03\/rockets-su.jpg 927w, https:\/\/media.am\/wp-content\/uploads\/2021\/03\/rockets-su-300x123.jpg 300w, https:\/\/media.am\/wp-content\/uploads\/2021\/03\/rockets-su-768x316.jpg 768w\" sizes=\"(max-width: 927px) 100vw, 927px\" \/><\/p>\n<p><span style=\"font-weight: 400\">The spokesperson for the Ministry of Defense Ministry, Shushan Stepanyan, also <\/span><a href=\"https:\/\/razm.info\/143896\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\"> that different types of missiles were used during the exercises.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Su-30SMs can use different types of ammunition: Aircraft bombs, unguided missiles and guided missiles. The latter can hit targets in the air (&#8220;air-to-air&#8221;) or on the ground (&#8220;air-to-ground&#8221;).<\/span><\/p>\n<p><span style=\"font-weight: 400\">Military analyst Hayk Khachikyan told us that in the video published by Pashinyan, the use of unmanned aerial missiles was seen, and not guided &#8220;air-to-ground&#8221; missiles, as Pashinyan claimed.<\/span><\/p>\n<p><span style=\"font-weight: 400\">There are missiles in the arsenal of Armenia. Photo: Armed Media.<\/span><\/i><\/p><\/div>\n<p><span style=\"font-weight: 400\">Furthermore, in 2016 Armenia <\/span><a href=\"https:\/\/armhitec.com\/ru\/media\/news\/novosti-vystavki\/armeniya-predstavila-na-armhitec-2016-sobstvennye-neupravlyaemye-rakety\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">presented<\/span><\/a><span style=\"font-weight: 400\"> its own unmanned missiles at the ArmHighTech armament exhibition.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Thus, the Prime Minister&#8217;s words are contradictory. First, Pashinyan did not detail what kind of missiles Armenia did not manage to buy. There are various types of unguided missiles in the Armenian arsenal, and Su-30SMs used them during military exercises.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In July last year, Pashinyan announced the use of &#8220;air-to-ground&#8221; missiles, although there is no evidence of their use in open sources. It is very probable that not &#8220;air-to-ground&#8221; but non-controlled air missiles in the Armenian arsenal were used that day.<\/span><\/p>\n<p><span style=\"font-weight: 400\">It should be noted that there are also guided &#8220;air-to-air&#8221; missiles, which have not yet been used by Armenian Su-30SM fighters.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400\">Former Chief of General Staff states that Armenia bought Su-30SMs without air-to-air missiles<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400\">Back in November last year, the former Chief of the General Staff of the Armed Forces Movses Hakobyan <\/span><a href=\"https:\/\/youtu.be\/sMnjDyC91Ag?t=356\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">criticized<\/span><\/a><span style=\"font-weight: 400\"> the acquisition of Su-30SM fighters. According to Hakobyan, the Su-30SM fighters purchased from Russia were without ammunition, as Russia does not sell air-to-air missiles with a range of 130 km to another country, which is why our Sus were not used during the war.<\/span><\/p>\n<p><span style=\"font-weight: 400\">&#8220;The current government cannot deny that it has acquired weapons without reading the decision of the Russian government that the ammunition will not be sold to them. The ammunition for which they were acquired, which advertise that it can fire anti-aircraft &#8220;air-to-air&#8221; missiles up to 130 km, is prohibited by the decision of the Russian government to sell the ammunition to a second country. And that is why our Sus are in the country today, without ammunition,&#8221; said Hakobyan.<\/span><\/p>\n<p><span style=\"font-weight: 400\">There are several assertions in this statement:<\/span><\/p>\n<p><span style=\"font-weight: 400\">?\u00a0 The Armenian government advertised that the Su-30SMs could fire air-to-air missiles with a range of 130 km.<\/span><\/p>\n<p><span style=\"font-weight: 400\">? The Russian government has secretly banned the sale of 130 km long-range missiles to second countries.<\/span><\/p>\n<p><span style=\"font-weight: 400\">? The Armenian authorities did not pay attention to this ban, that is why the fighters are standing without ammunition.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Russia produces various weapons for export and domestic use. For example, Iskander operational-tactical missile systems have Iskander M and Iskander E types, the first of which is for <\/span><a href=\"https:\/\/tass.ru\/armiya-i-opk\/3342756\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">internal use<\/span><\/a><span style=\"font-weight: 400\"> only and is not exportable. However, we did not manage to find Such a barrier for Su-30SM 130 km air-to-air missiles.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Media.am asked Movses Hakobyan what decision of the Russian government is in question. Hakobyan replied that we could not see the decision because it was secret. According to him, there is a list of ammunition, which is forbidden to sell to another country. In the case of the Su-30, we are talking only about &#8220;air-to-air&#8221; missiles with a range of 130 km. Movses Hakobyan did not detail what kind of missiles he was talking about, noting that he did not have Such information.<\/span><\/p>\n<p><span style=\"font-weight: 400\">&#8220;Air-to-air&#8221; missiles are small, medium and long-range. Movses Hakobyan was talking about a large &#8220;air-to-air&#8221; missile with a range of 130 km. Media.am, however, failed to find promises of the Armenian government to use missiles with a range of 130 km.<\/span><\/p>\n<p><span style=\"font-weight: 400\">&#8220;Air-to-air&#8221; missiles of all distances (<\/span><a href=\"http:\/\/roe.ru\/eng\/catalog\/aerospace-systems\/air-to-air-missile\/r-73e\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">small<\/span><\/a><span style=\"font-weight: 400\">, <\/span><a href=\"http:\/\/roe.ru\/eng\/catalog\/aerospace-systems\/air-to-air-missile\/rvv-sd\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">medium<\/span><\/a><span style=\"font-weight: 400\">, <\/span><a href=\"http:\/\/roe.ru\/eng\/catalog\/aerospace-systems\/air-to-air-missile\/kh-35ue\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">large<\/span><\/a><span style=\"font-weight: 400\">) intended for export from Russia <\/span><a href=\"http:\/\/roe.ru\/catalog\/vozdushno-kosmicheskie-sily\/aviatsionnye-rakety\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">can be found<\/span><\/a><span style=\"font-weight: 400\"> on the website of the state organization &#8220;\u0420\u043e\u0441\u043e\u0431\u043e\u0440\u043e\u043d\u044d\u043a\u0441\u043f\u043e\u0440\u0442&#8221; (&#8220;\u0420\u043e\u0441\u043e\u0431\u043e\u0440\u043e\u043d\u044d\u043a\u0441\u043f\u043e\u0440\u0442&#8221; is the state intermediary organization of the Russian Federation for export). It turns out that there is no ban in Russia on selling long-range missiles.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Su-30SM fighters <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=Qx52kXtvmmU&amp;ab_channel=%D4%B6%D4%BB%D5%86%D5%88%D5%92%D4%BAMEDIA\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">can carry<\/span><\/a> <a href=\"https:\/\/structure.mil.ru\/structure\/forces\/air\/weapons\/aviation\/more.htm?id=10364996%40morfMilitaryModel&amp;fbclid=IwAR2H23_DrWjk3ohSGMeQLmc1wZv5X_Np4kOWuT6v_zoI_wo9Og_3hGOUUes\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">different types<\/span><\/a><span style=\"font-weight: 400\"> of bombs and missiles. Among them are R-77, R-73 and R-27 small and medium-range guided missiles and their improved versions.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The &#8220;air-to-air&#8221; missiles used on Su fighter jets <\/span><a href=\"http:\/\/www.ktrv.ru\/production\/voennaya_produktsiya\/rakety_klassa_-vozdukh-vozdukh\/rakety_r-27p1-_r-27ep1.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">have<\/span><\/a> <a href=\"http:\/\/roe.ru\/catalog\/vozdushno-kosmicheskie-sily\/aviatsionnye-rakety\/rvv-sd\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">options<\/span><\/a><span style=\"font-weight: 400\"> for export.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In 2019, Russia had sold about 1,000 R-27 (<\/span><a href=\"http:\/\/roe.ru\/eng\/catalog\/aerospace-systems\/air-to-air-missile\/r-27er1\/\"><span style=\"font-weight: 400\">up to 100 km<\/span><\/a><span style=\"font-weight: 400\">), R-73E (<\/span><a href=\"http:\/\/roe.ru\/eng\/catalog\/aerospace-systems\/air-to-air-missile\/rvv-md\/\"><span style=\"font-weight: 400\">up to 40 km<\/span><\/a><span style=\"font-weight: 400\">) and R-77 (<\/span><a href=\"http:\/\/roe.ru\/eng\/catalog\/aerospace-systems\/air-to-air-missile\/rvv-sd\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">up to 110 km<\/span><\/a><span style=\"font-weight: 400\">) missiles <\/span><a href=\"https:\/\/iz.ru\/905759\/anton-lavrov\/bravo-vyboru-chto-stoit-za-indiiskim-kontraktom-po-pokupke-r-27\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">to India<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Iz.ru <\/span><a href=\"https:\/\/iz.ru\/905759\/anton-lavrov\/bravo-vyboru-chto-stoit-za-indiiskim-kontraktom-po-pokupke-r-27\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">notes<\/span><\/a><span style=\"font-weight: 400\"> that India, in all probability, has chosen not one, but several improved versions of the missiles. Russia exports &#8220;air-to-air&#8221; missiles of all distances. The &#8220;air-to-air&#8221; missiles used in Su-30 fighters also have options for export. Moreover, although Movses Hakobyan claimed that the 130 km long-range missiles were &#8220;advertised,&#8221; such a promise of the government is not mentioned in open sources. It is also not clear from Movses Hakobyan&#8217;s words why Armenia should use 130 km with Su-30SMs and not other long-range missiles.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400\">Cost of Su-30SMs<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400\">At one time, the acquisition of Su-30SMs was criticized because of the high cost of fighters. Let&#8217;s try to understand what it costs to buy this weapon and what its average market price is.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In September 2014, the Russian Ministry of Defense <\/span><a href=\"https:\/\/function.mil.ru\/news_page\/country\/more.htm?id=11982368@egNews\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">announced<\/span><\/a><span style=\"font-weight: 400\"> that it had signed a contract with the Irkut aircraft manufacturer for the sale of 7 Su-30SM aircrafts, as well as aircraft maintenance equipment. The total value of the contract was <\/span><a href=\"https:\/\/ria.ru\/20140905\/1022899370.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">13 billion rubles<\/span><\/a><span style=\"font-weight: 400\"> (about $360 million at the exchange rate at the time). It turns out to be about 51-52 million dollars for each plane. Photo: RA Government<\/span><\/i><\/p><\/div>\n<p><span style=\"font-weight: 400\">Kazakhstan, for example, <\/span><a href=\"https:\/\/lenta.ru\/news\/2017\/07\/19\/su30sm_kaz\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">bought<\/span><\/a><span style=\"font-weight: 400\"> four Su-30SM4s in 2014 at a cost of 5 billion rubles (about $130 million), but various sources, including military journalist and photographer Grigory Bedenko, <\/span><a href=\"http:\/\/www.voxpopuli.kz\/main\/su-30-sm-pribyli-v-kazahstan-11922.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">say<\/span><\/a><span style=\"font-weight: 400\"> the deal with Irkut also includes the training, technical supervision and service of Kazakh pilots.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In 2015, the latter <\/span><a href=\"https:\/\/www.vedomosti.ru\/politics\/articles\/2015\/12\/22\/621987-kazahstan-prodolzhaet-zakupki-rossiiskih-boevih-samoletov\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">announced<\/span><\/a><span style=\"font-weight: 400\"> the signing of a new contract, under which Kazakhstan acquired 6-7 units of Su-30SMs for 10 billion rubles (at an exchange rate of about $160 million).<\/span><\/p>\n<p><span style=\"font-weight: 400\">In 2017, <\/span><a href=\"https:\/\/www.intex-press.by\/2017\/06\/20\/belarus-kupila-u-rossii-istrebiteli-su-30sm\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">it became known<\/span><\/a><span style=\"font-weight: 400\"> that Belarus and Russia had signed an agreement on the purchase of 12 Su-30SM fighters manufactured by the Irkut plant. In 2019, it was <\/span><a href=\"https:\/\/www.mil.by\/ru\/news\/94746\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">announced<\/span><\/a><span style=\"font-weight: 400\"> that the first pair of fighters were already in Belarus. The cost of 12 fighters according to various <\/span><a href=\"https:\/\/www.vedomosti.ru\/politics\/articles\/2017\/06\/20\/695248-belorussiya-zakupila-istrebitelei\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">estimates<\/span><\/a><span style=\"font-weight: 400\"> was $600 million.
