On March 8, Sputnik Armenia <\/span><a href=\"https:\/\/armeniasputnik.am\/armenia\/20210308\/26730439\/unicef-i-hayastanyan-grasenyaki-xekavary-hapjep-heratsele-hayastanic.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">wrote<\/span><\/a><span style=\"font-weight: 400\"> that she had left the country in a hurry. Referring to the source as the Ministry of Foreign Affairs, the news outlet noted that the reason for the urgency was the mistake made during the mission in Armenia. Citing the Mediaport Telegram <\/span><a href=\"https:\/\/t.me\/mediaport2020\/3857\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">post<\/span><\/a><span style=\"font-weight: 400\">, a number of media outlets (<\/span><a href=\"https:\/\/news.am\/arm\/news\/632677.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">1<\/span><\/a><a href=\"https:\/\/armeniasputnik.am\/armenia\/20210308\/26730439\/unicef-i-hayastanyan-grasenyaki-xekavary-hapjep-heratsele-hayastanic.html\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400\">2<\/span><\/a><a href=\"https:\/\/24news.am\/news\/157712\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400\">3<\/span><\/a><a href=\"https:\/\/www.aysor.am\/am\/news\/2021\/03\/08\/%D5%85%D5%88%D5%92%D5%86%D4%BB%D5%8D%D4%B5%D5%96\/1809624\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400\">4<\/span><\/a><a href=\"https:\/\/www.pastinfo.am\/hy\/news\/2021\/03\/08\/ph8yae1x3\/1160181\" target=\"_blank\" rel=\"noopener noreferrer\"> <span style=\"font-weight: 400\">5<\/span><\/a><a href=\"https:\/\/mamul.am\/am\/news\/204840\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\"> 6<\/span><\/a><span style=\"font-weight: 400\">) linked her removal to spying for Azerbaijan and the United Kingdom and wrote that she had been declared a &#8220;persona non grata.&#8221;<\/span><\/p>\n<p><span style=\"font-weight: 400\">The RA Ministry of Foreign Affairs <\/span><a href=\"https:\/\/www.armtimes.com\/hy\/article\/208447\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">confirmed<\/span><\/a><span style=\"font-weight: 400\"> the news of Clark-Hattingh&#8217;s termination of office, but linked the decision &#8220;with the shortcomings of the leader in the implementation of the mandate and the non-cooperative style of work.&#8221; On March 10, there was also <\/span><a href=\"https:\/\/www.amerikayidzayn.com\/a\/5808021.html?fbclid=IwAR2t4I9xuhqIxaws1fRD_h9zxFKszip5sB-bmiqjpLCF4rSrFUTknNlU8LU\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">a response<\/span><\/a><span style=\"font-weight: 400\"> from UN Spokesman St\u00e9phane Dujarric\u2024 He described the allegations against Clark-Hattingh as baseless.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Many attribute the decision to fire the head of the UNICEF Armenia office to the organization&#8217;s indifference during the 44-day war. For example, in an interview with RFE\/RL, human rights activist Zara Hovhannisyan <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/31141395.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">said<\/span><\/a><span style=\"font-weight: 400\"> that civilians, including children, suffered as a result of the hostilities, but the organization did not respond. It should be noted that similar concerns were <\/span><a href=\"https:\/\/www.facebook.com\/UnicefArmenia\/posts\/3295480607238955\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">expressed<\/span><\/a><span style=\"font-weight: 400\"> by many other people during the war in the comments of the Facebook page of the UNICEF Armenia Office.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Let&#8217;s try to understand what public steps were taken by the two offices of the authoritative international organization during the war (Armenia and Azerbaijan), did the Armenian office really take a conventional position and not fulfill its obligations?<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400\">UNICEF in Armenia<\/span><\/p><\/blockquote>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">On October 6, 10 days after the war, UNICEF <\/span><a href=\"https:\/\/www.unicef.org\/armenia\/%D5%B4%D5%A1%D5%B4%D5%B8%D6%82%D5%AC%D5%AB-%D5%B0%D5%A1%D5%B2%D5%B8%D6%80%D5%A4%D5%A1%D5%A3%D6%80%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6\/%D5%B5%D5%B8%D6%82%D5%B6%D5%AB%D5%BD%D5%A5%D6%86-%D5%AB-%D5%B0%D5%A1%D5%B5%D5%BF%D5%A1%D6%80%D5%A1%D6%80%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6%D5%A8-%D5%AC%D5%A5%D5%BC%D5%B6%D5%A1%D5%B5%D5%AB%D5%B6-%D5%B2%D5%A1%D6%80%D5%A1%D5%A2%D5%A1%D5%B2%D5%AB-%D5%B0%D5%A1%D5%AF%D5%A1%D5%B4%D5%A1%D6%80%D5%BF%D5%B8%D6%82%D5%A9%D5%B5%D5%A1%D5%B6-%D5%BE%D5%A5%D6%80%D5%A1%D5%A2%D5%A5%D6%80%D5%B5%D5%A1%D5%AC\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">responded<\/span><\/a><span style=\"font-weight: 400\"> for the first time to hostilities, calling for the protection of civilians and civilian infrastructure. The announcement was <\/span><a href=\"https:\/\/www.facebook.com\/UNICEFAzerbaijan\/posts\/3695874600425515\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">the same<\/span><\/a><span style=\"font-weight: 400\"> in both UNICEF branches. Many considered this official announcement to be late, as on September 27, the first day of the war, one child <\/span><a href=\"https:\/\/artsakhpress.am\/arm\/news\/133153\/mip-y-hraparakel-e-qaxaqaciakan-bnakchutyan-shrjanum-4-zohvatsneri-anunnery.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">had already been killed<\/span><\/a><span style=\"font-weight: 400\"> in the Martuni region, and two days later, on September 29, the <\/span><a href=\"https:\/\/armenpress.am\/arm\/news\/1029514.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">number of children<\/span><\/a><span style=\"font-weight: 400\"> killed had become two. During that time, 19 civilians <\/span><a href=\"https:\/\/www.azatutyun.am\/a\/30876026.html\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">were killed<\/span><\/a><span style=\"font-weight: 400\"> and 80 were injured in Artsakh.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">On October 15, the second announcement <\/span><a href=\"https:\/\/www.unicef.org\/armenia\/%D5%B4%D5%A1%D5%B4%D5%B8%D6%82%D5%AC%D5%AB-%D5%B0%D5%A1%D5%B2%D5%B8%D6%80%D5%A4%D5%A1%D5%A3%D6%80%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6\/%D5%B5%D5%B8%D6%82%D5%B6%D5%AB%D5%BD%D5%A5%D6%86-%D5%AB-%D5%B0%D5%A1%D5%B5%D5%BF%D5%A1%D6%80%D5%A1%D6%80%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6%D5%A8-%D5%AC%D5%A5%D5%BC%D5%B6%D5%A1%D5%B5%D5%AB%D5%B6-%D5%B2%D5%A1%D6%80%D5%A1%D5%A2%D5%A1%D5%B2%D5%AB-%D5%B0%D5%A1%D5%AF%D5%A1%D5%B4%D5%A1%D6%80%D5%BF%D5%B8%D6%82%D5%A9%D5%B5%D5%A1%D5%B6-%D5%BE%D5%A5%D6%80%D5%A1%D5%A2%D5%A5%D6%80%D5%B5%D5%A1%D5%AC-0\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">was made<\/span><\/a><span style=\"font-weight: 400\">, which made note of <\/span><a href=\"http:\/\/arka.am\/am\/news\/society\/haytni_en_vardenisi_motakayqum_14_\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">the fact<\/span><\/a><span style=\"font-weight: 400\"> that there was a severely injured 14-year-old child in the Sotk community. UNICEF thus reaffirmed its call for the protection of the population and civilian infrastructure. In addition to injuring a 14-year-old child, on October 15 it was already known that 2-year-old Artsvik <\/span><a href=\"https:\/\/www.facebook.com\/photo.php?fbid=2475674119400481&amp;set=a.1392740684360502&amp;type=3&amp;theater\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">was wounded<\/span><\/a><span style=\"font-weight: 400\"> in a heavy bombardment in Martuni, and his 9-year-old sister died. During that time, 24,000 children <\/span><a href=\"https:\/\/www.1lurer.am\/hy\/2020\/10\/13\/%D4%B1%D6%80%D6%81%D5%A1%D5%AD%D5%B8%D6%82%D5%B4-24-%D5%B0%D5%A1%D5%A6%D5%A1%D6%80-%D5%A5%D6%80%D5%A5%D5%AD%D5%A1-%D5%A6%D6%80%D5%AF%D5%BE%D5%A1%D5%AE-%D5%A7-%D5%AF%D6%80%D5%A9%D5%B8%D6%82%D5%A9%D5%B5%D5%A1%D5%B6-%D5%AB%D6%80%D5%A1%D5%BE%D5%B8%D6%82%D5%B6%D6%84%D5%AB%D6%81\/334671\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">were deprived of<\/span><\/a><span style=\"font-weight: 400\"> the right to attend school.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">On October 16, a group of citizens <\/span><a href=\"https:\/\/hetq.am\/hy\/article\/123160\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">held a protest<\/span><\/a><span style=\"font-weight: 400\"> in front of the UN office in Armenia. One of their demands was that UNICEF properly and fairly respond to the war crimes committed by Azerbaijan.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The next day, UNICEF <\/span><a href=\"https:\/\/www.facebook.com\/UnicefArmenia\/posts\/3301753886611627\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">announced<\/span><\/a><span style=\"font-weight: 400\"> that it was visiting injured children in Armenia and the Nagorno-Karabakh conflict zone. The names of 3 children were mentioned in the announcement. At the same time, a post condemning the &#8220;ongoing conflict in Nagorno-Karabakh and beyond&#8221; <\/span><a href=\"https:\/\/www.unicef.org\/armenia\/%D5%B4%D5%A1%D5%B4%D5%B8%D6%82%D5%AC%D5%AB-%D5%B0%D5%A1%D5%B2%D5%B8%D6%80%D5%A4%D5%A1%D5%A3%D6%80%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6\/%D5%B5%D5%B8%D6%82%D5%B6%D5%AB%D5%BD%D5%A5%D6%86-%D5%AB-%D5%B0%D5%A1%D5%B2%D5%B8%D6%80%D5%A4%D5%A1%D5%A3%D6%80%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6%D5%A8-%D5%AC%D5%A5%D5%BC%D5%B6%D5%A1%D5%B5%D5%AB%D5%B6-%D5%B2%D5%A1%D6%80%D5%A1%D5%A2%D5%A1%D5%B2%D5%AB-%D5%B0%D5%A1%D5%AF%D5%A1%D5%B4%D5%A1%D6%80%D5%BF%D5%B8%D6%82%D5%A9%D5%B5%D5%A1%D5%B6-%D5%BE%D5%A5%D6%80%D5%A1%D5%A2%D5%A5%D6%80%D5%B5%D5%A1%D5%AC\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">was published<\/span><\/a><span style=\"font-weight: 400\"> on the website, phrased as neutral as possible.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">On October 28, both the Armenian and Azerbaijani services <\/span><a href=\"https:\/\/www.unicef.org\/armenia\/%D5%B4%D5%A1%D5%B4%D5%B8%D6%82%D5%AC%D5%AB-%D5%B0%D5%A1%D5%B2%D5%B8%D6%80%D5%A4%D5%A1%D5%A3%D6%80%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6\/%D5%B5%D5%B8%D6%82%D5%B6%D5%AB%D5%BD%D5%A5%D6%86-%D5%AB-%D5%B0%D5%A1%D5%B5%D5%BF%D5%A1%D6%80%D5%A1%D6%80%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6%D5%A8-%D5%AC%D5%A5%D5%BC%D5%B6%D5%A1%D5%B5%D5%AB%D5%B6-%D5%B2%D5%A1%D6%80%D5%A1%D5%A2%D5%A1%D5%B2%D5%B8%D6%82%D5%B4-%D5%A1%D5%BE%D5%A5%D5%AC%D5%AB-%D6%84%D5%A1%D5%B6-%D5%B4%D5%A5%D5%AF-%D5%A1%D5%B4%D5%AB%D5%BD-%D5%BF%D5%A5%D5%B2%D5%AB\"><span style=\"font-weight: 400\">issued<\/span><\/a> <a href=\"https:\/\/www.unicef.org\/azerbaijan\/press-releases\/unicef-statement-one-month-fighting-and-beyond-nagorno-karabakh\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">a statement<\/span><\/a><span style=\"font-weight: 400\"> on the hostilities taking place in Nagorno-Karabakh (Azerbaijan was also mentioned outside Nagorno-Karabakh) for more than a month. The names of the children killed as a result of the conflict were mentioned here and condemning calls were made.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">These were all the reactions from the UNICEF Armenia office during the war.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400\">UNICEF in Azerbaijan<\/span><\/p><\/blockquote>\n<ul>\n<li><span style=\"font-weight: 400\">The next <\/span><a href=\"https:\/\/www.facebook.com\/UNICEFAzerbaijan\/photos\/a.226992063980470\/3716855381660770\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">announcement<\/span><\/a><span style=\"font-weight: 400\"> of UNICEF, the Azerbaijani office after <\/span><a href=\"https:\/\/www.facebook.com\/UNICEFAzerbaijan\/posts\/3695874600425515\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">October 6<\/span><\/a><span style=\"font-weight: 400\">, was on the 13th of the same month. The head of the structure, Edward Carwardine, visited Ganja and published a photo of one of the destroyed houses, writing that he was saddened to learn about new cases of child abuse. An agreement was reached on providing psychological support to the children affected by the situation.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">On October 17, the organization <\/span><a href=\"https:\/\/www.facebook.com\/UNICEFAzerbaijan\/posts\/3729018263777815\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">republished<\/span><\/a><span style=\"font-weight: 400\"> Edward Carwardine&#8217;s post. The latter wrote that he was saddened to learn about the 3 children who died as a result of the conflict in Ganja. At the same time, a call <\/span><a href=\"https:\/\/www.unicef.org\/azerbaijan\/press-releases\/unicef-statement-nagorno-karabakh-conflict\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">was published<\/span><\/a><span style=\"font-weight: 400\"> on the official website condemning the hostilities in Nagorno-Karabakh and abroad, with the same content as <\/span><a href=\"https:\/\/www.unicef.org\/armenia\/%D5%B4%D5%A1%D5%B4%D5%B8%D6%82%D5%AC%D5%AB-%D5%B0%D5%A1%D5%B2%D5%B8%D6%80%D5%A4%D5%A1%D5%A3%D6%80%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6\/%D5%B5%D5%B8%D6%82%D5%B6%D5%AB%D5%BD%D5%A5%D6%86-%D5%AB-%D5%B0%D5%A1%D5%B2%D5%B8%D6%80%D5%A4%D5%A1%D5%A3%D6%80%D5%B8%D6%82%D5%A9%D5%B5%D5%B8%D6%82%D5%B6%D5%A8-%D5%AC%D5%A5%D5%BC%D5%B6%D5%A1%D5%B5%D5%AB%D5%B6-%D5%B2%D5%A1%D6%80%D5%A1%D5%A2%D5%A1%D5%B2%D5%AB-%D5%B0%D5%A1%D5%AF%D5%A1%D5%B4%D5%A1%D6%80%D5%BF%D5%B8%D6%82%D5%A9%D5%B5%D5%A1%D5%B6-%D5%BE%D5%A5%D6%80%D5%A1%D5%A2%D5%A5%D6%80%D5%B5%D5%A1%D5%AC\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">the publication<\/span><\/a><span style=\"font-weight: 400\"> of the Armenian service.<\/span><\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">On October 23, the office <\/span><a href=\"https:\/\/www.facebook.com\/UNICEFAzerbaijan\/photos\/a.226992063980470\/3744531415559833\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">announced<\/span><\/a><span style=\"font-weight: 400\"> that it had met with psychologists and social workers affected by the conflict in Ganja, Barda, Aghjabad and Geranbo districts. They were provided with psychological &#8220;first aid.&#8221;<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400\">The <\/span><a href=\"https:\/\/www.unicef.org\/azerbaijan\/press-releases\/unicef-statement-one-month-fighting-and-beyond-nagorno-karabakh\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">statement<\/span><\/a><span style=\"font-weight: 400\"> of October 28, as it was mentioned, was identical with the call of the Armenian service.<\/span><\/p>\n<p><span style=\"font-weight: 400\">These were the reactions of the Azerbaijani service to the conflict during 44 days. However, it is also important that in the days following the tripartite announcement, the UNICEF Office in Azerbaijan is actively involved in supporting children affected by the conflict and raising their concerns. The head of the service <\/span><a href=\"https:\/\/www.unicef.org\/azerbaijan\/press-releases\/unicef-representative-azerbaijan-visits-agdam-and-agjabedi\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">visited<\/span><\/a><span style=\"font-weight: 400\"> Aghdam and Aghjabad to provide assistance to injured children.
