



{"id":20405,"date":"2020-03-26T15:49:22","date_gmt":"2020-03-26T15:49:22","guid":{"rendered":"https:\/\/media.am\/?p=20405"},"modified":"2020-03-27T13:43:18","modified_gmt":"2020-03-27T13:43:18","slug":"iranian-location-collector-app-to-use-in-armenia-to-diagnose-coronavirus","status":"publish","type":"post","link":"https:\/\/media.am\/en\/verified\/2020\/03\/26\/20405\/","title":{"rendered":"Iranian Location Data Collector App in the Armenian Government Toolbox"},"content":{"rendered":"<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif';\">On March 24, the government suggested installing AC19 mobile app that would help to <span style=\"background: white;\">determine if a person was infected with coronavirus and should see a doctor.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif';\">Initially, AC19 was an Iranian app \u2013 it helped the government of Iran to collect location data on millions of people.<\/span><\/p>\n<blockquote>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif';\">AC19 app tracks the movements of Iranians<\/span><\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif';\">On March 3, the Iran government suggested that citizens download AC19 app that contained a <span style=\"color: black; background: white;\">series of YES or NO questions<\/span> to define if you were more or less likely to have contracted the disease.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif';\">On March 24, Suren Krmoyan, the adviser to Deputy Prime Minister Tigran Avinyan, stated that the Iran government granted the app to Armenia where experts customized it to local conditions.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif'; color: black; background: white;\">Once downloaded, the app asked Iranian users to verify their phone number. Then users were prompted to give the app permission to collect the location data. <\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif';\">VICE News <a href=\"https:\/\/www.vice.com\/en_us\/article\/epgkmz\/iran-launched-an-app-that-claimed-to-diagnose-coronavirus-instead-it-collected-location-data-on-millions-of-people\">mentioned<\/a> that <span style=\"color: black; background: white;\">the prompt was displayed in English, meaning the vast majority of Iranian users didn\u2019t know what they were being asked.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif'; color: black; background: white;\">Moreover, for the older version of Android, there was no prompt at all.<\/span><\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-20371 size-full\" src=\"http:\/\/media.am\/wp-content\/uploads\/2020\/03\/Vice-screenshot.jpg\" alt=\"\" width=\"1456\" height=\"964\" srcset=\"https:\/\/media.am\/wp-content\/uploads\/2020\/03\/Vice-screenshot.jpg 1456w, https:\/\/media.am\/wp-content\/uploads\/2020\/03\/Vice-screenshot-300x199.jpg 300w, https:\/\/media.am\/wp-content\/uploads\/2020\/03\/Vice-screenshot-1024x678.jpg 1024w, https:\/\/media.am\/wp-content\/uploads\/2020\/03\/Vice-screenshot-768x508.jpg 768w\" sizes=\"(max-width: 1456px) 100vw, 1456px\" \/><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif'; color: black; background: white;\">Nariman Gharib, an Iranian security researcher living in London, told VICE News that the app could actually track you in real-time because it used a code typically used by fitness apps to track your movement in real-time.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif'; color: black; background: white;\">On March 11, the Minister of <\/span><span style=\"font-family: 'Arial','sans-serif'; color: #111111; background: white;\">Information and Communications Technology of Iran <a href=\"https:\/\/twitter.com\/azarijahromi\/status\/1237762591327432704\">posted<\/a> a map on Twitter, showing the location of about 3 million app users.\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif';\">It\u2019s not the first attempt of the Iran government to collect data on its citizens.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif'; color: black; background: white;\">Thus, a few years ago, the government launched its own version of the famous Telegram app. However, Telegram issued a warning that the app could be unsafe<\/span>.<\/p>\n<p>AC19 app is not available on Play Store or App Store. In Iran, you can download it from local application marketplace called Caf\u00e9 Bazaar or <a href=\"https:\/\/ac19.ir\/\">ac19.ir<\/a> website.<\/p>\n<p>The Armenian version is available on <a href=\"https:\/\/ac19.am\/\">ac19.am<\/a> that mainly duplicates the Iranian website design.<\/p>\n<p><img decoding=\"async\" class=\"alignnone wp-image-20375 size-full\" src=\"http:\/\/media.am\/wp-content\/uploads\/2020\/03\/ac19-am.jpg\" alt=\"\" width=\"1456\" height=\"964\" srcset=\"https:\/\/media.am\/wp-content\/uploads\/2020\/03\/ac19-am.jpg 1456w, https:\/\/media.am\/wp-content\/uploads\/2020\/03\/ac19-am-300x199.jpg 300w, https:\/\/media.am\/wp-content\/uploads\/2020\/03\/ac19-am-1024x678.jpg 1024w, https:\/\/media.am\/wp-content\/uploads\/2020\/03\/ac19-am-768x508.jpg 768w\" sizes=\"(max-width: 1456px) 100vw, 1456px\" \/><\/p>\n<blockquote>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif';\">It is possible to \u201cdetect\u201d people\u2019s location through the Armenian app<\/span><\/p>\n<\/blockquote>\n<p>The<a href=\"https:\/\/ac19.am\/privacy\"> text<\/a> on geolocation in the Armenian app\u2019s Privacy Policy is in English, and the wording is quite unclear.<\/p>\n<p>It is mentioned that \u201cthe location of the clinical trials identified by the user on the city map to assist in identifying locations for coronavirus infections with the National Institutes of Health.\u201d<\/p>\n<p>The app also mentions that \u201cusers must be aware that in order to provide the full range of services offered, this app requires full access to your camera.\u201d<\/p>\n<p>Media researcher Samvel Martirosyan said to Media.am, \u201cThis app can detect a person\u2019s location, as well as the phone number because it requires a phone number verification. I cannot say whether our government, the Iranian government, or both will have access to people\u2019s location data.\u201d<\/p>\n<p>Tigran Avinyan\u2019s press secretary Vahan Hunanyan said that the app indeed asked permission to see the location data. However, a user may not permit it and still answer the questions.<\/p>\n<p>You can also get tested at <a href=\"https:\/\/ac19.am\/\">ac19.am<\/a> website, without downloading the app.<\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: 'Arial','sans-serif';\">Hunanyan also mentioned that the received data would be collected to help in the fight against coronavirus.
