Hetq published an <a href=\"https:\/\/hetq.am\/en\/article\/101451\" target=\"_blank\" rel=\"noopener noreferrer\">extensive article<\/a> on the money laundering mechanism called <a href=\"https:\/\/www.occrp.org\/en\/troikalaundromat\/\" target=\"_blank\" rel=\"noopener noreferrer\">Troika Laundromat<\/a>. An Armenian organization that is a member of the International Network of Investigative Journalists has described in detail how the \u201claundromat\u201d is a great corruption scheme, forging signatures without the knowledge of Armenian citizens who go abroad for work.<\/p>\n<p dir=\"ltr\">Ruben Vardanyan is the central figure of the investigative network of journalists, OCRP\u2019s investigation.<\/p>\n<p dir=\"ltr\">He is well-known in Armenia with business investment, social and humanitarian initiatives (<a href=\"https:\/\/www.idea.am\/\" target=\"_blank\" rel=\"noopener noreferrer\">IDeA Foundation<\/a>, UWC Dilijan School, Aurora Humanitarian Initiative, FAST Foundation, etc.).<\/p>\n<p dir=\"ltr\">Vardanyan is a member of the Board of Directors of the<a href=\"https:\/\/en.wikipedia.org\/wiki\/Armenian_General_Benevolent_Union\" target=\"_blank\" rel=\"noopener noreferrer\"> Armenian General Benevolent Union<\/a> (AGBU) and the Board of Directors of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Ameriabank\" target=\"_blank\" rel=\"noopener noreferrer\">Ameriabank<\/a> (Armenia).<\/p>\n<p dir=\"ltr\">The publications about the well-known philanthropist and businessman in Armenia should have been interesting to Armenian mass &nbsp;media. But television companies were practically silent about the\u201cTroika Laundromat,\u201d while online media was partially silent.<\/p>\n<blockquote>\n<p dir=\"ltr\">Online media<\/p>\n<\/blockquote>\n<p dir=\"ltr\">The OCCRP and Hetq investigation was touched upon by <a href=\"https:\/\/www.civilnet.am\/news\/2019\/03\/05\/Troika-Laundromat-A-New-Corruption-Investigation\/355981\" target=\"_blank\" rel=\"noopener noreferrer\">Civilitas<\/a>, <a href=\"https:\/\/www.azatutyun.am\/s?k=%D5%BF%D6%80%D5%B8%D5%B5%D5%AF%D5%A1&amp;tab=all&amp;pi=1&amp;r=any&amp;pp=10\" target=\"_blank\" rel=\"noopener noreferrer\">RFE\/RL Azatutyun<\/a>, and <a href=\"http:\/\/www.a1plus.am\/1664113.html\" target=\"_blank\" rel=\"noopener noreferrer\">A1plus<\/a>.<\/p>\n<p dir=\"ltr\">Particularly, the website of the Prime Minister, armtimes.com, citing Hetq, practically <a href=\"https:\/\/armtimes.com\/hy\/article\/155937\" target=\"_blank\" rel=\"noopener noreferrer\">published<\/a> the entire article about the Troika Laundromat.<\/p>\n<p dir=\"ltr\">Hraparak partially quoted the Guardian\u2019s <a href=\"https:\/\/www.theguardian.com\/world\/2019\/mar\/04\/banking-leak-exposes-russian-network-link-to-prince-charles-troika-laundromat\" target=\"_blank\" rel=\"noopener noreferrer\">reference<\/a> to Ruben Vardanyan\u2019s offshore company.<\/p>\n<p dir=\"ltr\">Hraparak has not touched upon Hetq\u2019s investigation of deals involving the falsification of Armenian citizens\u2019 signatures. &nbsp;<\/p>\n<p dir=\"ltr\">The media also published a Facebook <a href=\"https:\/\/hraparak.am\/post\/2066618106\" target=\"_blank\" rel=\"noopener noreferrer\">post<\/a> made by business-consultant, Areen Apikyan, about the scandal surrounding Ruben Vardanyan, stating that it has nothing to do with the businessman and Armenia.<\/p>\n<p dir=\"ltr\">When you enter the words \u201cRuben Vardanyan,\u201d \u201cTroika,\u201d and \u201cLaundromat\u201d in News.am\u2019 <a href=\"https:\/\/news.am\/arm\/search\/?q=%D5%AC%D5%BE%D5%A1%D6%81%D6%84%D5%A1%D5%BF%D5%B8%D6%82%D5%B6\" target=\"_blank\" rel=\"noopener noreferrer\">search bar<\/a>, you are not provided with any information on the latest journalistic investigation.<\/p>\n<p dir=\"ltr\">Instead, a publication about the \u201c<a href=\"https:\/\/www.occrp.org\/en\/azerbaijanilaundromat\/\" target=\"_blank\" rel=\"noopener noreferrer\">Azerbaijani Laundromat<\/a>\u201d appears from 2017. This is an OCCRP investigation into Azerbaijan. The Armenian media reacted to this topic in a timely manner. A quick search in Armenian media will <a href=\"https:\/\/www.google.com\/search?q=%D5%A1%D5%A4%D6%80%D5%A2%D5%A5%D5%BB%D5%A1%D5%B6%D5%A1%D5%AF%D5%A1%D5%B6%20%D5%AC%D5%BE%D5%A1%D6%81%D6%84%D5%A1%D5%BF%D5%B8%D6%82%D5%B6&amp;oq=%D5%A1%D5%A4%D6%80%D5%A2%D5%A5%D5%BB%D5%A1%D5%B6%D5%A1%D5%AF%D5%A1%D5%B6%20%D5%AC%D5%BE%D5%A1%D6%81%D6%84%D5%A1%D5%BF%D5%B8%D6%82%D5%B6&amp;aqs=chrome..69i57.15190j0j4&amp;client=ms-android-oneplus&amp;sourceid=chrome-mobile&amp;ie=UTF-8&amp;fbclid=IwAR2pnXcjBgnP8Q6RkalyQbyl74001OJW7eWitKk9WfE_AprifTeg4kailtE\" target=\"_blank\" rel=\"noopener noreferrer\">find<\/a> numerous publications on the topic of Azerbaijani origin.<\/p>\n<p dir=\"ltr\">Mediamax <a href=\"https:\/\/www.mediamax.am\/en\/news\/society\/32527\/\" target=\"_blank\" rel=\"noopener noreferrer\">touched upon<\/a> the work of the OCCRP and Hetq after Ruben Vardanyan\u2019s office made an official response. What we have to say about the material is contained in the refuting text. References to Hetq were made actively.<\/p>\n<p dir=\"ltr\">168.am and <a href=\"https:\/\/factor.am\/130072.html\" target=\"_blank\" rel=\"noopener noreferrer\">Factor.am<\/a> did something similar, with no active reference to any of the source sites. 168.am has <a href=\"https:\/\/blog.168.am\/blog\/204592.html\" target=\"_blank\" rel=\"noopener noreferrer\">commented<\/a> on the topic in its blog, referring to Pastinfo.<\/p>\n<p dir=\"ltr\">Tert.am has not entered the \u201claundromat\u201d issue at all.<\/p>\n<p dir=\"ltr\">Google\u2019s sophisticated search hows Panorama.am has <a href=\"https:\/\/www.google.ru\/search?newwindow=1&amp;ei=fYp-XLmqKOOsmwWBwJjQDg&amp;q=%D5%8C%D5%B8%D6%82%D5%A2%D5%A5%D5%B6+%D5%8E%D5%A1%D6%80%D5%A4%D5%A1%D5%B6%D5%B5%D5%A1%D5%B6%2C+panorama.am&amp;oq=%D5%8C%D5%B8%D6%82%D5%A2%D5%A5%D5%B6+%D5%8E%D5%A1%D6%80%D5%A4%D5%A1%D5%B6%D5%B5%D5%A1%D5%B6%2C+panorama.am&amp;gs_l=psy-ab.3...4798.4798..5091...0.0..0.159.159.0j1......0....1..gws-wiz.ejt9JZJjRTg\" target=\"_blank\" rel=\"noopener noreferrer\">released<\/a> Vardanyan\u2019s office statement. However, after trying to open a page it turns out that it does not exist. Articles about the topic were posted on Aysor.am and in Aravot, but they are not currently available for the reader.<\/p>\n<blockquote>\n<p dir=\"ltr\">On television<\/p>\n<\/blockquote>\n<p dir=\"ltr\">There was no word on the topic on the March 4 agenda of Public Television\u2019s \u201cNews\u201d news program, two hours after the publication of the Hetq investigation, whereby the name of the affiliated company and a well-known businessman in Armenia has appeared in the focus of international journalistic investigations. Instead, 60 minutes have been broadcasted about the Brazilian carnival and the orange battles in Italy.<\/p>\n<p dir=\"ltr\">Public TV\u2019s \u201cNews\u201d did not address the issue of business deals with fake signatures of Armenian citizens in the March 5 agenda. 19 minutes of the main release of that day were allotted to the Prime Minister\u2019s visit to Brussels, 16 minutes to Vazgen Sargsyan\u2019s 60th anniversary. They also touched upon the arrival of &nbsp;fast response vehicles from Japan. No word about \u201cTroika Laundromat.\u201d<\/p>\n<p dir=\"ltr\">After appointing Petros Ghazaryan, Public TV\u2019s news and analytical program director, on December 12, 2018, he <a href=\"http:\/\/media.am\/en\/petros-ghazaryan-head-of-news-public-tv\" target=\"_blank\" rel=\"noopener noreferrer\">told Media.am<\/a> that the quality and content of the news would be brought up to global standards.<\/p>\n<p dir=\"ltr\">\u201cWe must be equally unbiased, impartial, objective and interactive,\u201d Petros Ghazaryan said. &nbsp;<\/p>\n<p dir=\"ltr\">Private TV stations such as Armenia, Yerkir Media, TV5, Kentron and ArmNews did not even talk about the journalistic investigation or Ruben Vardanyan\u2019s name.<\/p>\n<p dir=\"ltr\">Armenian TV\u2019s response to OCCRP\u2019s work was more active in the case of the \u201cAzerbaijani Laundromat.\u201d A quick search on the internet helps to find the Aliev\u2019s Azerbaijani corruption schemes on British media outlets published by <a href=\"https:\/\/armeniatv.am\/hy\/63288-63288\" target=\"_blank\" rel=\"noopener noreferrer\">Armenia TV<\/a>.<\/p>\n<p dir=\"ltr\">Shant and Horizon touched upon the investigation of the Troika Laundromat and the statement released by Ruben Vardanyan\u2019s office.<\/p>\n<p class=\"rteright\" dir=\"ltr\"><strong>Gagik Aghbalyan<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The topic of corruption, which has received a great response in international press during the last the days, one of the main characters of which is Armenian businessman Ruben Vardanyan, is almost absent in the Armenian media agenda.
